Who has empowerd Naxals

Naxalism has been spreading in every nook and corner of the country and has become more dangerous than foreign-based terrorism. Challenge to law and order by Maoists and Naxalite groups have been growing dangerous day by day. Rich businessmen and middle class or high-class service men including policemen are being subjected to extortion of money. Common men and especially daily earners have to bear the pain of Naxal bund, Naxal attacks and Naxals strikes time and again. Naxalism has grown manifolds during last ten years but unfortunately government has not yet understood the gravity of the matter. Still many stalwarts, many media people and many politicians talk of dialogue with Maoists and naxals. On the other hand, frequent attacks on police forces has been leading slowly to demoralization of police forces and killing or at least diluting their enthusiasm to battle against naxals or terrorist because of political indifferent, casual and non-supportive attitude.

Debate after debates takes place on TV channels but no concrete policy whatsoever it may be has been framed either by state government or central government or both together. Unfortunately politicians are still not united on such a serious issue. There are many sympathizers of Maoists both in and outside the government. State government and Central government are not having a well-decided strategy to handle the threat of naxals and Maoist. Social reformers are divided whether there should be action against naxals or not.Naxals on the other hand take advantage of this division in politics and enrich their financial as also fighting power.

There is no doubt that in a big country like India or any where in the world, difference of opinion on any issue of national concern or mass concern is possible. Even if there is aggression from abroad there will be different strategies suggested by different experts. There are many such persons whose work is to criticize all actions of the government. If no action is taken people will blame and if action is taken they will judge the merits and demerits from various angles. If police force kills naxals or terrorists, politicians will blame of fake encounter to dilute the fighting intensity of police force and also to earn political advantage and gain sympathy from innocent and illiterate voters.

If during encounters or fight against naxals or terrorists, any common man is killed, activists of human right organizations will come forward to criticize action of police force. Unfortunately when naxals or terrorists cause death of common men, none from human right organization will come forward.

However such cases of support or protest over any important issue are unavoidable in a democratic setup where every citizen or a group has huge fundamental rights to enjoy without any sense of inherent duties towards the society.

As such government cannot blame anyone for growing naxals and increasing threat from naxal activists. During eighties Sikh militants known as Khalistan activists had created biggest law and order problem in the state of Punjab. Late Indira Gandhi the then Prime Minister of India did not hesitate to take army led action against Sikh militants to ensure peace in Punjab state and to stop spread of Khalistan movement which was clearly a threat to unity of the country. Armed forces were allowed to enter into even the most pious and religious place like Golden Temple in Amritser. It was her sincere and devoted action against Punjab extremists that during last 25 years India has not faced any trouble from Sikh militants.

Indians should salute leader like Indira Gandhi who did not waste time in debate on
Whether action is needed or not,
Whether it is duty of state government of central government,
Whether opposition party is responsible or
Whether there is fake encounter or
whether there is possibility of people‘s revolt or
Whether it will harm relations with Sikh people
Or congress party will loose Sikh votes in general election and so on…….

She did the best as per her best knowledge and as per the opinion of important political leaders of her party and that of other opposition parties. She assessed and ascertained the opinion of people at large and decided for action and strategy to fight out Sikh militancy from the root without any fear of repercussion and she got the grand success in her task. Some insane person or group killed her just as Mahatma Gandhi was killed even though Gandiji fought for freedom and won freedom from British rulers.

It hardly matters for leaders of national stature whether he is alive or is killed by his opponents if the action taken by him is in national interest. People of India are still indebted to Late Indira Gandhi for many good works she did during her tenure as Prime Minister of India. She may be criticized on many other issues but her quality to take effective, timely and fruitful action and to take decisions at appropriate time cannot be criticized by any unbiased person.

It is pity that current ruling government at center led by Congress Party is making one after other lame excuses for its complete failure in tackling the problem of naxalism. Prime Minister like Manmohan Singh has not yet decided the concrete and time bound action plan in consultation with state government to fight and finish naxalites and Maoists from the root. There may be many reasons and much emotional logics in the minds of his party men or that in sympathizers of Maoists. But from any angle of consideration, act of breaching laws of the land or criminals (of any type, Maoist or naxalites or general) taking laws in their hands cannot be justified. Action and action with punishment have to be taken against all who are perpetuators of criminal activities and also against who are advocates and sympathizers of criminals.

It is also true that it is the duty of sensible government to understand and realize the problems of common men, loopholes of laws and condemnable actions of beaurocracy. Government should on day to day basis monitor the actions of responsible authorities and punish bad officers and bad police personnel whose torturous actions continuously cause trouble to common men. It is the duty of the government to remove all those reasons, which may force poor and innocent person to become criminal or to plead for criminals or to seek support from criminals to survive in society or form a gang of criminals to get rid of atrocities from local police forces.

It is very much disheartening to know that thousands and lacs of innocent persons are held in jail for years together only due to the fact that courts are unable to deliver justice in decades and decades. One can imagine the pain of a family whose member is put in jail for none of his or her fault and his voice in defense is not heard for decades. Pain of such victims of the system is aggravated when he or she becomes helpless due to inefficient and dishonest judicial system. It should not be surprising when hundreds of such victims of the system unite together to take barbaric revenge from the system even breaching the laws of the land.

It is common experience of common men that government of India understands the language of violence and violence only. Normal strike or normal protest is taken lightly by ruling elite. This is the painful story of Indian politics. If any individual or group put any demand verbally before representative of government in any office or department and follow the same for years together verbally and in writing, no fruitful result is expected to yield. As long as working class or business class does not adopt violent agitation against the government, representatives of the government notice none of their demands.

In conclusion government has to fight not only fight with Maoists and terrorists but also boldly eliminate extremists, inefficient, inert and corrupt persons sitting in police departments, offices and departments run by government and courts in particular and in politics in general whose actions annoy common men for no reason. Extremism of any kind is to be condemned. Which type of extremism, government led or Maoist led came first is not to be debated. Main focus should be on the person who commit crime and to ensure quickest punishment to such criminals without any discrimination based on caste, community, religion, region or the party who is ruling and who is not ruling.

Terrorism

India is a vast country and Indian security forces or police cannot provide security to all people in each corner of the country. This is a bitter truth, which every Indian must admit. We are fortunate enough that terrorists are active and conducting terror attacks in metros and big towns only. If they start targetting small towns, cities and village for target attack, I apprehend India’s security arrangement will get punctured and prove to be hollow, absolutely incompetent and inadequate to deal with highly equipped, trained and funded terrorists.

I feel however proud that person like Mr. P Chidambaram has been in charge of Home Ministry and he has left no stone unturned to have best control and best use of available police and armed forces, to monitor and coordinate various intelligence agencies and to have best possible liasoning with most of the concerned department to achieve best possible result in available resources, at least far better than his immediate predecessor Mr. Shiv Raj Patil. It is his sincere efforts that during last 400 days no terror attack took place and many probable attacks were thwarted and culprits were booked in jail.

In the present case of Pune blast also, home ministry had alerted all well in advance about probable terror attack. Police forces as also people of these towns were cautioned to be alert of terrorists and unidentified bags. But home ministry or the police forces cannot follow those terrorists 24 hours 365 days. . Terrorists on the other hand are behind their target 24 hours and 365 days. This mismatch gives terrorist an opportunity to befool public as well as police. If people of India, politicians and media all cooperate, I hope India will be safer. Government needs to send a clear signal to criminals that there will be no sympathy for those who commit crime and violate laws of the Nation, irrespective of their caste or community and needs to ensure quickest punishment to crime perpetuators, even if it needs to jail Thakre like person or Indian Muzahiddin (IM) needs to be banned and its members need to be booked to task.

We therefore need a fool proof system which can take care of common men at all places every minute, every time. Police forces and the ruling party succeeded in release of MNIK in Mumbai and in the state of Maharashtra only because it was a few days phenomenon and one time event. Police forces were sent in civil dresses in all cinema halls to control the situation successfully. Similarly Indian government has to ensure that fifty percent of police forces are posted in civil dresses and made active in all corners of the country to guard common men to watch on the malicious activities of terror groups or naxal groups. This is possible only when entire political system and administrative machinery is redefined, reactivated, revitalized and rejuvenated. And the most important is that politicians are kept completely away from police forces. This is possible only when politicians discard vote bank politics and give value to security of Indians on priority.

However this is also true that police force in our country do not work sincerely and honestly at all the places and in all the states in the country. Reason behind inactiveness of police force is also nothing but wrong policies and wrong treatment of police force in the hands of politicians. When they act some party or the other abuses them, when they do not act they are abused by some politician or the other. It is therefore easy and comfortable for police personnel to do what politicians or ministers in person like them to do. It means police forces in general think it wise, prudent and better to flatter VIP and powerful person to get cream posting, easy promotions in career and get rid of all charges leveled against them by common men. We need to change this culture prevailing in almost all government offices, banks and insurance companies.

Unfortunately in our country those who act honestly and sincerely are more often than not shunted out and placed at such a critical place that honestly becomes a curse for its followers instead of an award. Even distributing of various medals or awards for successful completion of any task or any courageous action in police forces are based on either flattery to bosses or recommendations of some higher authority or some political heavyweights. Prestigious award like Padma Bhusan, Padam Shree, or Padam Bibhusan are awarded to controversial figures. This is very much painful.

Indians know how sincere IPS officer like various governments in her career treated Kiran Bedi when she was in job. People know how person like DGP Mr.Rathore got one after other promotions and better posting even after his involvement in Ruchika’s case. In the past few days IAS officers have been found to be indulged in large scale corruption and property worth many crores of rupees have been caught by IT authorities. Morality of top officers has faced dangerous erosion in the hand of politicians of the country.

Obviously entire set of administration has become victim of corruption and selfish policies of politicians. It is ironical that politicians who are originator of all corruption always blame administration for rampant corruption. This mutual blame game continues and common men become victim in all the cases of security lapses and it is painful that in this mutual mud slinging process, criminals get rid of charges, or court proceedings are delayed and ultimately criminals get rid of punishment for their crime. As a consequence crime graph in our country is rising unabated.

To add fuel to fire, criminals are getting support of various political parties to enter in to Parliament and take part in debate and stop legislative or executive action against criminals. It is undeniably true for Indian political system that politicians and criminal are two sides of the same coin and police forces are instrumental to them, subsidiary to them and nothing but extended arm of our bad political and administrative system .We therefore need thorough change in the system from top to bottom level.

It is also regrettable that even media instead of focusing main problem, concentrating on terror attack and searching its possible remedy start searching loopholes in the speeches of ministers, police authorities and change the agenda of the country from security mechanism to dirty political game. Media portrays the picture of terror attack in a way, which is not conducive for proper and appropriate investigation of the terror attack. Even intelligence inputs are broadcasted and elaborately enlightened on TV in such a way which help more to terrorists in changing their target and strategy, rather than helping police and people of the country to effectively trap the terrorists before they act upon their conspiracy to destabilize the country. Enemy foreign countries take advantage of our weak points and always succeed in execution of their dirty, destructive and divisive plans to weaken India. Undoubtedly media needs to be made accountable and responsible towards sensitive issues like terror linked in formations and post terror attack investigation procedures.

Pakistan's drama on IPL

How would India have reacted if Indians players were given the same treatment in Pakistan? Many similar questions arise in the mind of Indians and one must ponder over it to find out the true reason. I however like to submit as under:

There is no question of any reaction. There are many goods which are favoured by one country but rejected by others. Buyers have the liberty to choose commodity of their own choice. Seller (players are selling their game) have got no choice and the country has got no role to play where the deal is between buyer and seller.

So far as rejection of Pakistani players is concerned, it is to be kept in mind that even players from Australia, Zimbabwe or some other countries have also not been bought by IPL participants. Pakistan is for no reason unhappy and irritated and showing unwarranted anger and crying for retort like street mongers. Still singer and musician, hockey players and other skilled persons from Pakistan are coming in India from time to time and they are extended warm welcome in India when they earn good image,.

Unfortunately image of Pakistani players has suffered great erosion all over the world during last decade and more. Any businessman does not want disturbance in his business. Bad employees are kept away from valuable discussion and policy framing policy in all fields of life and business including IPL. Even in family bad guys are isolated and kept away from important discussions. Choosing the best employees, best workers, best plaers, best singers for doing any type of business is nothing new but a natural phenomenon in all business activities.

Cricket play IPL is not a national activity. There is negligible role of the government in such ventures In fact Pakistan is trying to divert the attention of Pakistani citizens from the assault of Talibani militants and trying to hide its faulty policies of supporting terrorism. Pakistan is trying to bring back Kashmir in focus and keep animosity with India alive by hook or by crook. “Khisyayi Billi Khamba Noche.”
This is the reason that Pakistan is threatening of stopping Hockey matches, Indian films or threatening to teach a lesson to India .It is sad that Pakistan executes its threat spontaneously whereas India sends paper bullet threatening or dream of dialogue process or removing armed forces from Kashmir border.

commendable job to prevent terror attack

Whatever may be the reaction of media or the members of opposition parties on the candid admission of bitter truth of system by Home Minister Mr. Chidambaram, I take an opportunity to praise him for his boldness and straight forwardness.

No one can deny the fact that after taking charge of Home department, Mr. Chidambaram has done a lot of commendable work to reduce the chances of terror attacks and he has succeeded in this task to a great extent. A man who realizes the shortcomings of the system and boldly accept it can only ponder over ways and means to overcome shortcomings. One who understands the nature of crime can only stop or reduce its recurrence. Home Minster has at least penetrated into the matter and seriousness of terror attacks and taken best possible steps to fight it tooth and nail.

Person like Mr. Shiv Raj Patil did nothing during his tenure of Home Minister to prevent recurrence of terror attacks and this was why that frequency of terror attack went on rising and loss and damage to public life and property went on unabated. On the contrary Mr. Chidambaram has put his house in order. All concerned departments have started functioning properly and result is bound to come. In fact the result is visible that no terror attack took place during last one year and it has been right claimed by ruling party that more than ten probable terror attacks have been nipped in the bud.

Not only this, even country based Naxal activities have been halted and put under strict t monitoring. There is at least fear in the minds of problem creator. This fear complex will at least stop fuelling the fire of terror, domestic or external and help in extinguishing the fire and dilute its intensity slowly.

It has to be kept in mind by opponents of Chidambaram and critic of his latest candid admission that terror attack did not occur due to good luck that in a vast country like India or for that matter anywhere in the world ,anyone who is ready to die can damage anywhere ,anytime and any person or any property.

After all government cannot read the minds of whimsical mad men or mad organizations formed to destroy and disturb the peace and tranquility of living society. The great success of governance and administration lies in creation of fear in the minds of criminals and Mr. Chidambaram must be praised for his right efforts in this direction. I endorse the idea of Home Minster in formation of separate Ministry for internal security and separate ministry for handling other domestic issues.

Extortion or Anarchy

Pragnent woman was thrashed and paraded naked in Lucknow in Uttar Pradesh by local goonda elements when she denied and protested encroachment on her land.

This incident reveals the true character of land mafias who are active in almost all big towns, cities and metros. Powerful and resourceful person dealing in land or real estate builders or developers use to search land where owner is weak or dead and where good apartment can be built and handsome profit can be earned. They have enough goondas in their workforce (said to be mesons and labours) and musclemen who can by hook or by crook convince the owner of the property to sell the property at price set by musclemen/ agent of land mafias. If anyone protest or deny selling or vacating such land he or she has to face fatal consequences as happened with a poor woman in Lucknow yesterday.

At least one of out of four apartment built in town will tell the story of exploitation, coercion and intimidation if CBI inquiry is conducted honestly and seriously. Even many politicians and ministers are actively indulged and involved in such dirty activities and they have accumulated huge wealth and are in possession of many princely palaces.. When protectors become exploiters, destruction and damage is inevitable.

Dadagiri tax is collected in fact from all those who construct their house or purchase a flat or purchase a land or a commercial space in almost all towns and somewhere in villages too. Even various Naxalite groups are also active either openly or in disguise in such ugly tasks in naxalite affected areas. District administration or block officials and even police force think it wise to remain silent spectators and if possible realize a part of profit by way of bribe or commission.

It is open secret that the aggrieved people in general do not have courage to lodge report in Thana or complain to the concerned district authorities for redressal of his grievance. If someone dares and attempt to go against the will of the exploiters / extorters / or land mafias whatsoever one may term it , he or she has to face the repercussions sooner or later. There is none in our country who can assure justice. People are now habituated and accustomed to bear with such torture and they also prudently and wisely pay the local Dadagiri fee and lead a peaceful life. After all it is rreal estate sector where huge black money can be parked without any fear of penalty from Income
Tax authorities. It is also true that most of the workers and officers working in such tax departments have also collected their share and become men of millions and crores.Who will bell the cat?

As a matter of fact small scale Dadagiri tax is realized from even those who park their vehicle on busy road, bus stands, taxi stand, outside platforms, near any park or mela or stadium not by any government agent but mostly by local musclemen. Town administration and Thana people extend their indirect support to such exploiters and this is why such type of open loot continues unabated. Rather such ugly affairs have spread in all fields including education and medicine.
Can media people highlight such incident and compel the administration to stop such illegal activities going on in the country.

Dealyed punishment or No Punishment to criminal promotes crime

The main reason for all maladies prevailing in our country is our weakest judicial system. Our politicians also do find it in their interest that decisions on all criminal charges in the court are delayed by years and years Criminals are not criminals as long as they are proved in the court of law. It is a fact that Justice delayed is justice denied. It is also a fact that delayed justice promotes culture of crime and eliminate fear complex from the mind of those who are habituated to commit crime. Real mockery of judicial system is visible after decades when criminals are acquitted or given clean chit.
Mr. Kasab had attacked Mumbai along with several other terrorists in last November, every Indian knows it well. But have anyone right to say Kasab as criminal as long as he is not proved so by court of India. Had he been Indian citizen he could be given ticket by secular congress party to contest the election to motivate Muslim votes.
There are lacs of cases pending in various courts for disposal for more than 10 years and there is no hope that any court in India will ever be free of such huge lot of pending cases. Because judges either do not want to dispose off the case under the pressure of bribe money they get through advocates, or the system is provided too little number of judges and supporting staff to take up the cases and disposes of in minimum time or there are various legal constraints which prolong the process of pre-decision judicial process. Whatever may be the reason behind the delay in justice, it is open secret that during last more than sixty years of freedom no substantial efforts have been taken to remove the bottlenecks, to eliminate the prevalent corrupt practices in the courts and to quicken the process of justice.
The day Indian citizen are sure of quick delivery of justice, millions of cases will be added to judicial system for getting justice. To avoid this, government does not provide enough manpower to courts. There is no proper safety of judges or even court staff or advocates who show courage to speak truth and decide the case truly.
These results in increase of foul game being played by criminals with their money and muscle power .Bad elements are more active and effective in the courts .And honest, straightforward and innocents find themselves as handicapped and disabled to get their work done and under the pressure and diplomacy of bad elements, good persons are discarded, tortured and finished. It is therefore open secret that majority of really aggrieved person think it wise to digest the poison of injustice than to file a case in the court and face the crucial trial and unbearable torture of the system for decades.
In India, there is a practice that police officer in Thana will not accept FIR from general mass in easy way and claim that there is no crime or very little crime in the town. Politicians and minister in Government will not hesitate in taking credit for the same that they have provided crime free rule to the people of their area. Even if cases are lodged there will not be any follow up action due to some reason or the other. If charge sheets are framed, they proved ineffective in the courts. Finally if cases are registered, the same goes through trial for decades and remain undecided.
At the same time politicians and criminals take it comfortable and convenient when some one files cases against them because he understands the weaknesses of the judicial system .This is why criminal move in the market so freely and even get ticket for contesting election for Parliament and state assemblies or get privilege for posting in VIP posts .
Politicians like Jaddsih Tytler are given clean chit after 25 years of judicial trial against him. Late Rajiv Gandhi , Ex Prime Minster of India faced prolonged mental torture , crucial judicial process and troublesome political blackmail from his opponents on Bofors charges and after his death the key complainant Mr. V. P. Singh accepted and expressed publicly that Rajiv Gandhi was not actually involved in Bofors case. There are hundreds of such examples where political leaders are acquitted from the courts and CBI on some plea or the other. One can very well imagine the fate of general mass who dares filing a case in Indian court. In a country nothing may be more disheartening and painful where criminals are not punished even after decades and aggrieved are not hopeful of justice from the courts for decades from legal system and police departments.
It is not therefore at all astonishing that hundreds of criminal reaches state assemblies and the Parliament of India. Supreme Court or Election commission does not have enough tools in their hand to prevent entry of criminals in the Hall of Fame where rules are supposed to be framed to stop and eliminate crime from the society. It appears more ridiculous when politicians blame judiciary for slow delivery of justice. But it is also a undeniable fact that mutual blame game is an easy toll to befool the general masses.
It will not be an exaggeration if one say that there are criminals sitting in each government department and such persons get not only weightage and importance in the department but also promotion and key posting and get continuous patronage from their political stalwarts. All these promotes culture of crime and crime only.
Innocents are in general afraid of the system and hence keep miles away from poice and court. They think it wise to pay bribe to court or police person so that they do not take cognizance of injustice done to him .This is the greatest tragedy which we all face in our life.

Congress Party failed to stop terrorism

Whenever any journalist tell Congress Party that during their last five years tenure terrorism grew unabated, spokesman or some MP or some other party leaders plead that it is Congress Party which sacrificed its leaders like Indira Gandhi Rajiv Gandhi and Sanjay Gandhi.

I feel it is the weakest system during congress party rule that terrorist could even target and assassinate person holding highest and most vulnerable post of the country. As such congress party should not feel proud of killing of Indira Gandhi and Rajiv Gandhi ,rather feel ashamed that even the PM was not safe during the regime of congress party. It is bitter truth that on both occasions there were security lapses which causes the death of person like Indira and Rajiv Gandhi when they were hold the post of Prime Minister of our country.

Second excuse given by congress party or other non-BJP member is that during NDA rule even Parliament was attacked.

I would like to say them that at least NDA framed toughest rule and attempted to catch them and take severest action under POTA. But UPA not only allowed terrorist to flourish, but also removed the terrifying act like POTA from the rule book. For entire tenure their leaders went on telling that existing laws are adequate to catch and punish terrorists and prevent terrorism. But on the contrary, number of terror attacks grew and the most severe attack occurred during November 2008 in Mumbai.

Unfortunately even Mumbai attack has been dealt very casually and shown entire dependence for action on America. At least Congress leaders should take good lesson from America that they are still using Drone missile to target terrorist hiding in Pakistan and to finish those terrorist for ever. It is shameful that we have been simply trying to have dialogue for last two decades even after burning our fingers several times.

Second question which usually comes about against Congress Party is non hanging of Afzal Guru inspite of orders of Apex court.

Congress leaders plead in defense that during NDA rule the then BJP leaders released a hard core terrorist and carried him to Kandhar.

I would like to say here that NDA government under the leadership of Atal Vihari Vajpayee wanted to save the lives of 300 plus passengers hijacked by terrorists and confined them in the plane for more than three days. Prolonged discussion took place at that time with all person concerned before taking final decision on release of hard core terrorist and taking him on plane to Kandhar.

I am unable to understand by keeping the orders for hanging of Afzal Guru of Apex Court, what purpose Congress party is going to serve and whose lives are being saved by keeping the hanging order in abeyance for such a long period.

And if Congress party is not desirous to execute the order of Apex court why they are frequently putting pressure on Pakistan to handover specified hard core 20 terrorists to India. When one Kasab has become headache for Congress Party why do they need 20 others? Why do they want to spend crores of rupees in processing of charge sheet and then proving the same in the court of law and lastly discard the order as per whims and fancies?

Lastly I would like to ask Congress leaders why did they remain silent spectator of terror attacks for their entire tenure and why did they felt the need of special act in their eleventh hour of tenure to deal with terrorism.
Secondly why are they unable to stop terrorism or extremism which is available in almost states? Perhaps Congress party leaders have left the duty of handling state level or national level terrorism to state government just like they have assigned the duty of handling of International terrorism to America.
It is due to sincere work performed by some police person that person like Kasab was arrested and India could at least build diplomatic pressure on Pakistan , otherwise Mumbai attack could have been ignore like many other terror attacks of the past. It is therefore undeniable that Police person like that of ATS sacrificed their life on the altar of terrorism and not Indira Gandhi and Rajiv Gandhi. Congress person should hence say that their top leaders became “Victim” of their negligence, indifference weak system and weak policy towards terrorism.

Congress party as such need not teach lesson to patriotic BJP people and introspect why India is made soft target, and how America could stop recurrence of terror attack Voters cannot excuse any political party just because they blame each other for each national loss occur in the country and then allow them to sleep in deep slumber.
